The Bellefontaine City Council met in regular session on Tuesday evening.

Mayor Dave Crissman reported to counsel that he has been visiting the various departments within the city and even has scheduled ride times with a police officer.

In a report, Service Safety Director Wes Dodds said that asphalt patching is happening within the city and several spring projects are coming up in the next month.

Chris Marlow, Police Chief, talked about capital projects that include three new police cruisers that are on order.

Parks Superintendent, Kris Myers, thanked the council for their support on the recent passage of the income tax increase that will benefit the parks in the city.

Myers talked about big baseball tournaments that are happening within the city this weekend and next. [embedded content]

Brian Wingfield, a local business owner, approached the council requesting permission for a cannabis dispensary to be located in Bellefontaine.

A Host Community could get up to 3.5% of the revenue of adult-use marijuana that would be sold out of Wingfield’s business.

Council President, Zeb Wagner, instructed the Rules Committee to meet with Wingfield in the coming weeks and report back to the council at the next meeting.

The council took the following action:

Ordinances for 1st reading:

  • 24-36 a. An ordinance amending Chapter 192 Income Tax of the Codified Ordinances of the City of Bellefontaine, Ohio for purposes of levying an increase in income taxes in the amount of 0.267 percent in said city for additional Park and Recreation Operations and Capital Expenditures and declaring an emergency. Passed on first reading only.
  • 24-37 b. An ordinance authorizing and directing the Service-Safety Director to enter into a contract with Schindler Elevator Corporation for the elevator repairs and declaring an emergency. Passed on first and final reading. Adopted.
  • 24-38 c. An ordinance authorizing the Service-Safety Director to seek proposals/advertise for bids and enter into a contract for the Wastewater Treatment Plant Belt Filter Press Rehabilitation Project no. 2024-01s and declaring an emergency. Passed on first and final reading. Adopted.

Ordinances for 2nd reading:

24-32 a. An ordinance authorizing the Service-Safety Director and Fire Chief to issue a Promissory Note from Fund 410 Capital Improvement #2 to Fund 610 Wastewater Department and declare an emergency. Passed on the second and final reading. Adopted.

24-33 b. An ordinance making supplemental appropriations and amending the permanent appropriations ordinance for purposes of Capital Fund, Capital Equipment, Wastewater loan repayment, and loan to Capital Improvement #2 and declaring an emergency. Passed on the second and final reading. Adopted.

24-34 c. An ordinance authorizing and directing the Service-Safety Director/Fire Chief to enter into a contract with Sutphen for the purchase of a heavy-duty custom pumper and declaring an emergency. Passed on the second and final reading. Adopted.

24-35 d. An ordinance authorizing the service safety director to dispose of a 1995 Smeal ladder truck through govdeal.com and declare an emergency. Passed on second reading only.

Ordinances for 3rd reading:

24-26 a. An ordinance amending section 1133.02, accessory buildings in R districts, Of the Codified Ordinances of the City of Bellefontaine, Ohio, adding Section 1133.02(g) temporary storage containers and declaring an emergency. Passed on the third and final reading. Adopted.

24-27 b. An ordinance amending Chapter 1127, Enforcement and Violations, of the Codified ordinances of the City of Bellefontaine, Ohio, adding 1127.09 fees and declaring an emergency. Passed on the third and final reading. Adopted.

The next Bellefontaine City Council meeting will be held on May 7th at 7:30 PM in City Council chambers.
