MONTPELIER — Two new hires were welcomed to the Vermont Cannabis Control Board’s team. 

“The success or failure of any agency is built upon the ingenuity and persistence of its staff,” CCB Chairman James Pepper said at the board meeting on March 27. 

David Rubin will be the new director of compliance since Cary Giguere retired at the end of last year. 

“David has held a number of important roles within the Vermont State Colleges System, which put him at the epicenter of systems building, recording keeping and compliance,” Pepper said. “David is putting a fresh set of eyes on all of our internal compliance processes and looking at ways they can be improved or reimagined all together.” 

Patrick Crowley, education and outreach manager, will replace Nellie Marvel. Pepper described Crowley as “a prolific writer and journalist.” 

“I’ve always been impressed by how accessible and informative his work is,” Pepper said. “Patrick has been putting a fresh set of eyes on all of our networking events, our guidance documents, social media and general communications, and finding ways to make the ever important job of communicating what’s happening with the board more efficient.” 

Crowley previously worked for VTDigger. He was the website’s northwest and substance use disorder reporter. 

Pepper said he expects Rubin and Crowley to become familiar faces. 

“We feel very lucky to bring your talent and drive into here at the CCB,” Pepper said. 

The two new staff members expressed excitement about joining the team.
