MONTPELIER — The Cannabis Control Board (CCB) recently issued a request for proposals for consulting services, seeking to establish contracts with one or more companies that can assist the Board with reevaluating the state’s cannabis modeling structure.

The CCB is seeking to reevaluate the cannabis supply and demand modeling it conducted in 2021 to ensure it is making effective decisions regarding the structure of the market and production management. The CCB anticipates the start date for contractees will be Nov. 1, 2024 and anticipates the completion date will be June 30, 2025, with an option to renew.

Bidders will have until Oct. 11 to submit questions; they will have until Oct. to submit RFP responses.

As part of this modeling, the CCB would like to evaluate how various policy changes at the state or federal level— regulation of hemp-derived products, federal legalization, interstate commerce, the introduction of new license types, etc.—might impact the state’s market structure. Additionally, the CCB would like to develop strategies to better support small cannabis businesses, reduce the effect of seasonal supply shocks, and generally promote the long-term economic viability of Vermont’s craft market.

The CCB would also like to evaluate the cost and benefit of its regulations, both current and prospective, to ensure it is effectively and efficiently administering this emergent industry and to audit its internal organizational structure to seek improvements and efficiencies.

The CCB is an independent executive branch agency that was created pursuant to Act 164 in 2020 for the purpose of safely, equitably, and effectively implementing and administering the laws enabling access to adult- and medical-use cannabis in Vermont.

To be awarded a contract by the State of Vermont a bidder (except an individual doing business in his/her own name) must be registered with the Vermont Secretary of State’s office and must obtain a Contractor’s Business Account Number issued by the Vermont Department of Taxes.
